A training session on the Preparation of Program Review for Effectiveness & Enhancement (PREE) Report was conducted on November 04, 2025 (Tuesday) at the Conference Room, Park Road Campus, Shifa Tameer-e-Millat University (STMU).
This training was delivered to the QEC Program Team Members (PT Members) to strengthen their understanding and skills in developing Self-Assessment Reports in accordance with PREE standards. The participants engaged actively and appreciated the informative and practical insights shared during the session.
This Training Session was conducted by QEC’s Additional Director, Mr. Wasim Ahmed.
According to the HEC / QAA “Program level IQA–EQA Guidance” (PSG-2023), PREE has 8 standards.

The Director QEC has conducted a Training session on “Revised Institutional Performance Evaluation (RIPE) and Judgemental Framework” at National College of Arts (NCA), Lahore on October 30, 2025 in which Directors of QEC from 40 Universities across Pakistan participated. Director QEC, Shifa Tameer e Millat, Mr. Muhammad Yousaf Jamil had the privilege of conducting a comprehensive Training Session on “RIPE & Its Judgemental Framework”, organized at the National College of Arts (NCA). It was truly an enriching experience to engage with Directors of Quality Enhancement Cells (QECs) from more than 40 universities across Punjab, Sindh, and Balochistan. The interactive discussions, knowledge sharing, and collective commitment to enhancing quality in higher education made this session both productive and inspiring. We are sincerely grateful to Mr. Murtaza Jafri, Vice-Chancellor at NCA and Director QEC, Mr. Wasim Saleemi, for his kind invitation and hospitality, and to all the participants for their enthusiastic involvement throughout the session. Mr. Muhammad Yousaf Jamil, Director QEC (STMU) had the privilege of conducting a Training Workshop on June 24, 2025 on Program Review for Effectiveness and Enhancement (PREE) at the National University of Medical Sciences (NUMS), Islamabad. The workshop was designed to build institutional capacity in line with the Higher Education Commission’s (HEC) quality assurance framework, with a focus on continuous improvement, evidence-based evaluation, and enhancement of academic programs.
The session was attended by an esteemed group of participants, including Deans, Heads of Departments (HODs), Program Team Members, and the Quality Enhancement Cell (QEC) staff of NUMS. Their active engagement and insightful contributions made the workshop highly interactive and outcome-oriented.
I am deeply grateful to Air Commodore Muhammad Ismail Sahib, a distinguished academic leader and Consultant QA (NUMS) for his kind invitation and for providing me the opportunity to serve as the Training Facilitator. The event was excellently organized by NUMS and reflected the university’s unwavering commitment to upholding academic excellence and fostering a culture of quality assurance.




The Director Quality Enhancement Cell (QEC) of Shifa Tameer-e-Millat University (STMU) visited National University of Science and Technology (NUST) as an external member for the Self Review of Institutional Performance Evaluation (Self-RIPE). During the visit, the Director held meetings with key stakeholders, reviewed institutional documents, and shared constructive feedback to strengthen the university’s quality assurance mechanisms.

A comprehensive training session on the Implementation of Quality Management System (QMS) as per ISO 9001:2015 standards in Contract Research Organizations (CROs) was successfully conducted by Mr. Muhammad Yousaf Jamil, Director Quality Enhancement Cell (QEC), Shifa Tameer-e-Millat University (STMU).
The session was specifically designed to enhance the understanding of quality principles, operational effectiveness, and regulatory compliance within research-oriented units, particularly Contract Research Organizations operating under the umbrella of academic institutions.
The training was attended by a diverse group of professionals, including:

Heads of Departments (HoDs)
Chief Financial Officer (CFO)
Director Office of Research, Innovation, and Commercialization (ORIC)
QEC personnel
Administrative and technical staff involved in research support services
The session focused on key components of ISO 9001:2015 including:
Context of the organization
Leadership and strategic planning for quality
Risk-based thinking and continuous improvement
Documented information management
Internal audits and performance evaluations
Customer satisfaction and stakeholder engagement
Application of ISO standards in a CRO setting
Mr. Yousaf Jamil delivered the session in a highly engaging and professional manner, utilizing practical examples, case studies, and interactive discussions to contextualize the ISO framework within the academic and research environment. The training emphasized how ISO 9001:2015 could be adapted and implemented to ensure consistency, transparency, and excellence in the management of clinical and contract-based research.

Annual Review of MS/ M.Phil. & Ph.D. Level Programs (Self-GPR), 2025
The Quality Enhancement Cell (QEC) successfully organized the Annual Review of MS/ M.Phil. & Ph.D. Level Programs (Self-GPR) on 18th and 19th July 2025 at Shifa Tameer-e-Millat University (STMU). This two-day review aimed to critically assess the structure, effectiveness, and relevance of the postgraduate programs offered by various departments of the university.
The review process included comprehensive departmental presentations, evaluations of Self-Assessment Reports (SARs), curriculum analysis, and interactive sessions with program coordinators and senior faculty members. Emphasis was placed on aligning academic programs with national academic standards, industry expectations, and international best practices.

The insights and recommendations gathered during the review will serve as a valuable resource for future academic planning, curriculum development, and institutional improvement. This initiative reflects QEC’s ongoing commitment to promoting a culture of quality, transparency, and excellence in higher education.

Self-RIPE Review at Shifa Tameer-e-Millat University (STMU) was conducted on July 28 th –
29 th , 2025. Mr. Muhammad Yousaf Jamil (Director QEC – STMU), Mr. Awais Abdul Wahid
(Deputy Director QEC – NUST), Prof. Dr. Sagheer Ahmed (Director ORIC – STMU), Prof. Dr.
Tamkeen Saleem (HOD DCP – STMU), Dr. Muhammad Ishtiaq (Vice Principal SCN – STMU)
and Mr. Wasim Ahmed (Additional Director QEC – STMU) were the committee members where
they showed their “Satisfaction” as Shifa Tameer-e-Millat University (STMU) possesses several
key strengths that distinguish it as a forward-looking and quality-driven institution in Pakistan's
higher education landscape. Its most prominent strength lies in its strong foundation in health
sciences, with 550 Beded Tertiary Care hospital named Shifa International Hospital providing
unparalleled clinical training and hands-on learning for medical and allied health students.
STMU’s commitment to academic excellence is reflected in its qualified faculty, modern
curricula, and emphasis on evidence-based learning. The university places a strong focus on
quality assurance, research development, and outcome-based education, aligning with national
standards such as HEC’s PSG-2023. Its interdisciplinary approach—spanning health, social

PREE – Self Assessment 2024-2025
Shifa Tameer-e-Millat University (STMU) has made significant progress in preparing and reviewing Self-Assessment Reports (SARs) for 22 programs undergoing evaluation, following PSG-2023 guidelines. The Programs include PhD Dentistry, PhD Clinical Psychology, MS Clinical Psychology (MSCP), MS Management Sciences (MSMS), Master of Business Administration (MBA), MS Islamic Studies, BS Clinical Psychology (BSCP), PhD Computer Science, MS Data Science, BS Software Engineering, BS Artificial Intelligence, BS Cyber Security, MS Nursing (MSN), BS Nursing (BSN), M.Phil. Pharmacology, M. Phil. Pharmaceutical Chemistry, M. Phil. Clinical Pharmacy Practice, Doctor of Pharmacy (Pharm. D), Doctor of physical Therapy (DPT), Bachelor of Science in Medical Technology (BSMT), Associate of Science in Medical Technology (ASMT) and BS Biological Sciences.
Assessment Teams reviewed the SARs, providing feedback and recommendations, and departments are now expected to develop implementation plans to address identified areas for improvement. These plans will outline specific actions, timelines, and responsible personnel, with action-taken reports to be received to close the loop of the cycle.
