Technology and Innovations Support Centre (TISC)

In alignment with its mission to foster research excellence, innovation, and technological advancement, Shifa Tameer-e-Millat University (STMU) has established the Technology and Innovations Support Centre (TISC) under the Office of Research, Innovation and Commercialization (ORIC). The establishment of TISC was formally approved by the Senate of STMU during its 24th Meeting held on June 30, 2025, and was officially notified on July 18, 2025.

The creation of TISC reflects STMU’s strategic commitment to promoting a knowledge-based economy through innovation-driven research. It serves as a dedicated platform for facilitating access to patent information, technology resources, and intellectual property (IP) management services for faculty, researchers, and students.

To position Shifa Tameer-e-Millat University as a hub of innovation and intellectual property excellence by fostering a culture of creativity, technological advancement, and entrepreneurial growth.

To provide comprehensive support in innovation management, technology transfer, and patent facilitation, enabling researchers and innovators to transform ideas into impactful technologies and solutions for societal benefit.

The TISC operates within the Office of Research, Innovation and Commercialization (ORIC) and functions under the supervision of the Director ORIC. Its structure is designed to ensure efficient coordination, management, and delivery of services related to innovation and IP.

Core Composition:

  • Director ORIC – Overall leadership, policy guidance, and institutional liaison.
  • TISC Coordinator – Responsible for daily operations, liaison with WIPO and IPO-Pakistan, and coordination of training, workshops, and outreach activities.
  • Innovation Officers / IP Analysts – Provide technical assistance in patent searches, IP documentation, and commercialization processes.
  • Administrative Support Staff – Handle documentation, record-keeping, and communications.

The Technology and Innovations Support Centre (TISC) aims to strengthen institutional research capacity and bridge the gap between research and commercialization. Its major functions include:

  1. Intellectual Property (IP) Support:
    • Facilitate access to patent databases and IP information resources.
    • Guide researchers in the process of patent searching, drafting, and filing.
    • Support the protection of intellectual property generated within STMU.
  2. Innovation and Technology Management:
    • Encourage innovative thinking and technology-based project development.
    • Identify potential innovations for commercialization and technology transfer.
    • Support industry–academia collaborations and partnerships.
  3. Capacity Building and Training:
    • Organize workshops, seminars, and training sessions on IP awareness, patent systems, and innovation management.
    • Build institutional capacity in research commercialization and entrepreneurship.
  4. Research Commercialization and Support Services:
    • Assist in developing prototypes, licensing agreements, and industry linkages.
    • Provide guidance in start-up creation and business incubation.
    • Promote recognition of STMU innovators at national and international levels.

The establishment of TISC was endorsed during the 24th Senate Meeting held on June 30, 2025, reflecting the University’s high-level commitment to innovation and research advancement. The notification was officially circulated on July 18, 2025, by the Registrar’s Office.

TISC will operate under the oversight of ORIC, with progress and performance reviewed periodically through:

  • Quarterly Internal Review Meetings under ORIC.
  • Annual Reporting to the University Senate for evaluation and future direction.
  • Collaborative Meetings with WIPO and IPO-Pakistan Representatives for alignment with national innovation policies.

The establishment of TISC marks a transformative step for STMU in strengthening its innovation ecosystem. Going forward, TISC aims to:

  • Develop a digital IP repository and innovation database.
  • Establish linkages with national and international TISC networks under WIPO’s global framework.
  • Facilitate patent filing for faculty and students.
  • Serve as a catalyst for entrepreneurship, start-up incubation, and technology transfer at the university.

The Technology and Innovations Support Centre (TISC) at Shifa Tameer-e-Millat University represents a strategic initiative to bridge academic research with industrial innovation. Through structured support in intellectual property, technology management, and capacity development, TISC will empower researchers and innovators to contribute meaningfully to Pakistan’s innovation landscape.
